Registration of CPNP cosmetics in Poland

The registration of cosmetics in Poland is one of the areas of activity we carry out. We advise, prepare technical documentation and notify cosmetic products to be placed on the market. How does this take place? Within the framework of a mandate granted to us by a manufacturer, importer or distributor, we register cosmetics on the CPNP (Cosmetic Products Notification Portal). We professionally draft cosmetic product safety reports and how the cosmetic packaging should be labelled. Our services also include effective measures to meet the requirements necessary for the registration of cosmetics.

CPNP cosmetics must be clearly defined. On the basis of an individual assessment of all the characteristic features of a given product, a classification is made which unambiguously determines whether it is a cosmetic product, which includes a variety of substances or mixtures intended to protect and care for the external parts of the human body in the broadest sense, including but not limited to:

  • epidermis;
  • nails;
  • lips;
  • genitalia;
  • hair;

Furthermore, this also applies to products used for the prevention, protection and maintenance of teeth and oral mucosa.

CPNP cosmetics and their notification

Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 contains the applicable and most important legislation on cosmetic products. As of 11 July 2013, the obligation to register cosmetics in Poland takes place through the CPNP portal, which replaced the National Cosmetics Information System that was in operation until that date. The notification of cosmetic products via the online CPNP portal is primarily intended to make available to the competent authorities all information about a cosmetic product placed on the market. The product information is used for surveillance and market analysis in product assessment and to take effective and rapid steps in providing information to consumers and poison centres.
